Congressman Max Miller Introduces Legislation to Create a Trusted Importer License
WASHINGTON, D.C. – U.S. Congressman Max Miller (OH-07) introduced the Trusted Importer and Competitive Manufacturing Act (H.R. 6914) to enhance U.S. manufacturing competitiveness by creating a “Trusted Importer” certification for compliant, financially stable companies.
“Manufacturing is critical to both the U.S. economy and the economy of Ohio,” said Congressman Miller. “Heightened costs of necessary imports have impacted manufacturers’ ability to produce, threatening the jobs of over 100,000 of my constituents and over 600,000 laborers across America. The general import license created under this bill is a commonsense approach to ensure tariffs remain effective in supporting and strengthening domestic manufacturing.”
The legislation creates a 10-year general import license for certified entities to pay reduced or waived tariffs on specific goods intended to strengthen the domestic economy and secure supply chains.
The bill requires that the Secretary of Commerce and U.S. Customs and Border Protection (CBP) establish a certification process based on four pillars:
- Legal Compliance: Adherence to all trade and customs laws.
- Security: Robust supply chain security and internal controls.
- Financial Health: Proven solvency and operational capacity.
- Economic Contribution: Promotion of U.S. manufacturing competitiveness.
