House Passes U.S. Congressman Max Miller’s Bill that will Make American Cement and Concrete More Competitive

WASHINGTON, D.C. – U.S. Congressman Max Miller (OH-07) hailed the passage of his bill, H.R. 7685, the Innovative Mitigation Partnerships for Asphalt and Concrete Technologies (IMPACT) Act, which passed the House of Representatives by a voice vote last night. 

The IMPACT Act will bolster the competitiveness of American manufacturing by fostering advanced technologies that will enhance the efficiency of cement, concrete, and asphalt production.  

Congresswoman Valerie Foushee (NC-04) joined the Congressman in leading this bill.  

“I’m glad to see that the IMPACT Act has passed the House of Representatives. The production of cement, concrete, and asphalt plays a fundamental role in supporting our infrastructure, national defense, and economic security,” said Congressman Miller. “This bill will bolster American competitiveness in an expanding global market. I am grateful to be joined by Congresswoman Foushee in leading this effort.” 

Specifically, the IMPACT Act:  

  • Enables industry and DOE to work collaboratively on fundamental research that will enhance existing production methods and unlock new innovative techniques; and 
  • Enables DOE, in consultation with other federal agencies, to offer technical assistance to entities seeking to promote the commercial application of low-emission cement, concrete, and asphalt.

Congressman Max Miller represents Ohio’s Seventh District which includes Medina and Wayne counties as well as parts of Cuyahoga and Holmes counties.
