U.S. Congressman Max Miller Applauds Passage of the National Defense Authorization Act for FY25

WASHINGTON, D.C. – Today U.S. Congressman Max Miller (OH-07) applauded the passage of the fiscal year 2025 National Defense Authorization Act (NDAA) through the House of Representatives. The NDAA will set the policy for the United States military for the coming year. The bill passed the House by a vote of 217 – 199. 

“Nothing is more important than our national security,” said Congressman Miller. “This comprehensive legislation is an important first step in the process to put our military and our servicemembers first. This NDAA focuses on improving servicemember quality of life, giving junior enlisteds a record pay raise, and addressing recruitment, retention, and readiness challenges. The bill also fully funds our national defense while improving efficiency, deterring our adversaries like China, and focusing our military on being the world’s strongest warfighting machine. This year’s NDAA sends a crystal-clear message: when America and our military are strong, the world is a much safer place.” 

“I am hopeful that with the House’s passage, the Senate will act soon so that we can enact a strong bill that meets the needs of our nation and those who fight to defend her.” 

Highlights of the FY25 NDAA include: 

  • Fully funding our national defense while cutting costs and improving efficiency. 
  • Authorizes $895.2 billion for national defense discretionary programs, an increase of $9 billion over the FY24 enacted level, and in line with the spending level set by the Fiscal Responsibility Act. 
  • Saves taxpayers $30 billion by cutting inefficient programs, obsolete weapons systems, and unnecessary Pentagon bureaucracy. 
  • Improving servicemember quality of life to address military recruitment, retention, and readiness. 
  • Authorizes a 19.5% pay raise for junior enlisted servicemembers and supports a 4.5% pay raise for all other servicemembers. 
  • Ensures access to medical care, including mental health services and specialty providers. 
  • Supports military spouses by making it easier to find and maintain employment. 
  • Combatting the Biden Administration’s radical, woke ideology to restore the focus of our military on lethality by requiring merit-based promotions. 
  • Deterring Chinese Communist Party (CCP) aggression by extending the Pacific Deterrence Initiative to enhance U.S. deterrence and defense posture in the Indo-Pacific region and authorizing over $650 million in INDOPACOM Commander priorities left unfunded in the Biden budget. 
  • Continuing DoD support of law enforcement operations along our southwest and maritime borders. 
  • Fully funds deployment of National Guard troops at the southwest border. 
  • Prohibits DoD from using disaster and humanitarian relief funds to house refugees in the U.S. 
  • Increases funding by $20 million for DoD counternarcotics activities.
